COVID Compliance Committee

To centralize oversight of the College’s COVID‐19 prevention and management plan and protocols, to optimize our holistic response to the pandemic, and in accordance with public health agency requirements, CMC has appointed a COVID Compliance Committee.

The Committee comprises key College administrators together with multiple healthcare providers and public health experts:

Timothy Brewer MD, MPH
MD, NY Medical Coll.
MPH, Harvard; BA, Yale

Timothy Brewer MD, MPH is Professor of Medicine and Epidemiology at the University of California, Los Angeles. An infectious disease physician and epidemiologist, Dr. Brewer studies ways to prevent and control infectious diseases in populations while also maintaining a hospital‐based infectious disease practice. He has served in numerous national/international advisory roles including for WHO, NIH and the CDC. Dr. Brewer previously was Program Director for the International Society for Infectious Diseases where he oversaw one of the world’s largest emerging disease reporting systems and established training programs that reached physicians and researchers worldwide. Dr. Brewer is the past Chair of the Board of Directors for the Consortium of Universities for Global Health.

Sarah Van Orman MD is trained in internal medicine and pediatrics and is the Chief Health Officer for USC Student Health. She has extensive experience assisting USC with its response planning for communicable disease outbreaks including norovirus, active tuberculosis, and measles, and provided public health leadership during active disease outbreaks, including H1N1 influenza, mumps, meningococcal meningitis, Ebola and high‐risk research exposures.


Toby Hamilton MD, CEO
MD, BS, Texas Tech Univ.

Toby Hamilton MD is the CEO of Hamilton Health Box (HHB), a fellow of the American College of Emergency Physicians, and Board‐certified in emergency medicine.

Glenn Davis MD
MD, Baylor
BS, Texas A&M

Glenn Davis MD is the Chief Medical Officer for HHB. He is Board‐certified in internal medicine and pediatrics.

Anthony Rogers MD
MD, Texas Tech Univ.
BA, Pomona College

Tony Rogers MD is Board‐certified in family medicine and a Fellow of the American Academy of Family Physicians. He has worked for the Santa Barbara Public Health Department since 2004 where he sees his own patients as well as teaches resident physicians, and is the clinical lead for medical informatics. He is an alumnus of Pomona College ’95.

Shivani Lal RN
RN, BSN, Samuel Merritt Univ.

Shivani Lal RN is CMC’s on‐campus registered nurse. Her prior experience includes treating COVID‐positive patients in the ICU at Chino Valley Medical Center.

The Committee will be responsible for:

  • Establishing and enforcing all COVID‐19 Health and Safety policies and protocols;
  • Responding to any concerns or complaints regarding COVID‐19 Health and Safety policies and protocols;
  • Ensuring that students, staff and faculty are educated about COVID‐19 (prevention, spread and College policies);
  • Overseeing COVID‐19 case management on campus, including the COVID‐19 Containment, Response and Control Plan, Exposure Management Plan, and Prevention Plan;
  • Reviewing factors that might contribute to risk of COVID‐19 infection on the campus; and
  • Providing information to governmental agencies, as appropriate.
